- Pentagon is not talking on this subject yet - though
- Peterzell has other lines out. However, independent
- analyst Gordon Adams from Defense Budget Project here in
- DC says a command structure certainly is workable (and is
- currently working) for the air war but that the jury is
- still out on whether or not a ground war will be so
- successful. Decisions tend be be made much more quickly
- in a land war, allowing for more confusion.. Further,
- Adams sees the Saudi and U.S. militaries working in
- "tight coordination". It appears from this distance that
- the Saudis may be acting as liason between the U.S. and
- other Arab forces which might not appreciate taking
- orders from the U.S. directly.

- As to the military effectiveness of the other allies,
- Adams says that thus far we can only judge those with air
- power in the Gulf. France, Saudi Arabia, and Great
- Britain all seem to be accomplishing their missions
- deftly. Italy's contingent is harder to judge because it
- is so small but we know that they have been involved in
- air strikes simply by the fact that one of the POWs is an
- Italian pilot, Maurizio Cocciolone. As for the ground
- troops, Adams says, "While they are all said to be front
- line troops, the only way we'll really know anything
- about them is to wait and see how they react when the
- land war begins."

- Obviously the Brtitish are playing a bold part in the
- air war. The reason for this (and also for the very high
- number of downed British planes relative to other
- countries) is that the British are trained more
- extensively at low-level flying and are possibly the best
- low-level pilots in the world.

- We realize that the above is skimpy in relation to
- story's needs. Several correspondents here will attempt
- to tap other sources. But we're assuming that our Gulfies
- are in a better position to get stuff in Riyadh.
